What this review establishes
Force analysis fails when a moving encounter is frozen into a single image.
What the clip cannot establish alone
This public Voss review identifies observable timing, camera position, and evidentiary limits. It is not a finding of misconduct and is not legal advice.
- The complete unedited record may contain additional context.
- Other camera angles, witness accounts, and later official findings may change the analysis.

KITCHENER — Freeze the opening frame and you see a man on the ground beneath an officer. Keep watching and the evidentiary picture changes. WRPS said a licence-plate alert identified a disqualified driver, who fled, entered the intersection against a red light and collided with another vehicle. Police reported that he fought the officer, that the first conducted-energy-weapon deployment was ineffective and that he returned to his truck. Three occupants of the struck vehicle were taken to hospital with non-life-threatening injuries. Police later alleged that the man retrieved a hatchet and threatened the officer. He was charged with six offences; every charge is an allegation, not a finding of guilt. The lesson is not that every police account is automatically correct. It is that use of force must be reviewed moment by moment, with the complete sequence and independent evidence.
