PHOENIX — "Stop reaching. Let me see your hands. I will shoot you." Phoenix Police says a driver struck a marked police SUV, an Arizona state trooper and an unmarked police vehicle before officers fired. Police later used a 37mm launcher; the man died from his injuries. Voss finding: plot every vehicle and person before every shot—speed, tire direction, collision points, officer escape paths and lines of fire. A single bodycam cannot establish the full geometry. The investigation is ongoing; no legal or policy conclusion has been made. Source captions checked against the published audio.
