PHOENIX — "Right now you're detained. You're not free to leave ... you're injured and I want to get you medical attention." The published body-camera footage establishes that injury and impaired responsiveness were visible at first contact. Phoenix Police says the man was later taken into custody, Phoenix Fire recorded an internal temperature of 107°F, cold-water immersion began and he died at hospital. Voss finding: the decisive evidence is the timestamped medical timeline—first signs of distress, detention, EMS request, temperature and treatment. This edit preserves two chronological source excerpts and labels the cut. Phoenix's current policy says force must be objectively reasonable, necessary and proportional and defines duties before, during and after force. This is issue-spotting, not a finding of misconduct. The investigation is ongoing and no legal or policy conclusion has been made. Source captions checked against the published video.
