PHOENIX — "Drop everything that's in your hand." Later, an officer says: "I need my backdrop over here." The published bodycam records commands and tactical positioning before a less-lethal deployment. Phoenix Police says one 40mm projectile was ineffective and that the woman, still holding a knife, then moved toward an occupied structure before an officer fired. She survived with a non-life-threatening injury. Voss finding: timestamp the exact change between the 40mm attempt and firearm use—threat movement, occupied space, backdrop, distance and available alternatives. Phoenix policy requires force to be objectively reasonable, necessary and proportional. The investigation is ongoing; no legal or policy conclusion has been made.
